Did you try Amazon customer service? It's hard to get a hold of an actual person, but I would try the Amazon Help page first. If you scroll all the way to the bottom of any page on Amazon, you will see "Let Us Help You". Click on "Help". Then click on "A delivery, order, or return". Find the item that never arrived and click on that. One of the options at the very top is "Says delivered, but it's not here". Try that.
