I can feel vibrations through the floor in my apt, so "loud" it wakes me up. Would these help if put under my bed (made of heavy particleboard)?

A little late to help you, but I bought these for that exact reason. I live about 1/4 mile away from some train tracks, and I could hear the trains loudly through my bed/pillow until I got these, they are amazing. I also use them under my record turntable and 3D printer.

Will these stop my washing machine from walking in my hardwood floor?

I have these under a stationary air compressor which is bolted to floor, they work fine. I have solid rubber ones under washer on tile floor they work well, these should be better with cork inside.

Has anyone used these under bed frames? I live next to a factory and my bed vibrates alot.

If your talking about the cork & rubber model, despite some Amazon mavens saying no due to it being a dense product, the correct and ONLY answer is YES. I have these under my bed frame and I also have them in my shop (aviation engineer). They work great in both applications and the people that said no, like to hear themselves talk. I guarantee you that those saying no, either do not have the product, or they have a different product than the cork and rubber model. The non cork version also works, but not as well depending on the application and LPSI

Would this work to put under the feet of my bed frame to stop vibrations I feel from my next door neighbors walking around in their space?

Probably. I put them under our Keurig coffee pot that vibrated like crazy and now you can't even feel vibrations on the kitchen counter.
