Can this product be used with electric blanket

Not sure but I would probably say depends on how hot is the blanket. This product cannot go in the dryer so I assume it will get ruined the the heat of it. Therefore you could use it with the electric blanket but not if it’s too hot. There are other blankets that can go in the dryer, you might want to look at the them. This is extremely absorbent, the others are a bit more thin but still do the job of protecting. I guess it depends on the amount of liquid!

What is the highest temperature setting I can wash it on?

The care instructions say: Machine washable 40 Degrees. Line or tumble dry (On low heat only) Do not iron. Not suitable for fabric softeners, or bleaches. But I have washed mine at 60 Degrees and it was fine.

Is the item cotton or 100% cotton and how thick is it?

The pad is quite thick, the top layer is made out of 50% cotton and 50% polyester, the highly adsorbent inner layers are made out of polyester and rayon and the final layer is made from PVC making the pad 100% waterproof.
