Can this be cut and laid inside vents that came with non-ducted Broan range hood?

That's what I'm buying them for. You can just use binder clips to attach a sheet of this to the top of the non-charcoal filter inserts. Beats getting ripped off for the $55 OEM filters.

Can this be used on wall air ducts where heat and cool air comes out without blocking air flow? I have 12x13 size wall vents

I don't think it is the right application for 2 reasons : (i) you will need a frame to support the filter, it won't stay up by itself and (ii) it will create a pressure drop - not blocking the air per se- but you will lose pressure as air flows through the filter
