I believe they are. They are mostly sugar. I didn't see any wheat in the ingredients.

I love black licorice - these are the best jelly bean version. IMO, they are the perfect treat for which I am willing to pay a higher price. Jelly Belly never disappoints in its flavors - cannot wait to be nearer their factory (easier to find and lower price). Try any flavor if you are jones-ing for really good jelly beans!
