Q: Is this the glue for pipe lagging?

This glue is made to bond Polypropylene and Polyethylene materials but we are not sure if you can use it for this application without having more details about the job that you like to do. Thanks

Q: Would this work jointing a plastic pipe to rubber pipe

I do not think this would be the ideal adhesive for this type of work as the surfaces that you are trying to stick are narrow and so the strength of the joint would be weak.You need a different adhesive for this joint work.This adhesive is good for larger surfaces in my own experience.

Q: Will this product bond 3mm diameter ptfe tube into 3mm diameter hole in epdm rubber washer?

The glue is a super glue type with a primer to pretreat the surfaces to improve adhesion. It will probably stick the two materials together but you may lose some flexibilty in the EPDM. You will need a small clearance between the hole and the tube to allow the primer and glue to adhere to the two surfaces.

Q: Will it stick plastic to metal

This product is designed to bond all parts made of Polypropylene or Polyethylene only and it can bond a Polypropylene part to a metal as well.
