Can training wheels be added to the 18inch model?

Yes, but the 18" does not come with training wheel originally, you need to get them else where, like Royal Baby web store.

Can I remove the pedals, not the pedal footholds ?

I'm not sure I understand your question. I don't know.

Are the brake levers adjustable for small hands?

You can adjust the brake levers up or down. Raising the brake lever such that it is on a plane with the handle bar makes the little one access the brakes easier. Honestly, the hand brakes are much better than the pedal brakes, because the little one is still learning how to bike. It is much easier for their little brain to process the info by squeezing the brake to stop.
