Does this dash cam support loop recording?

It records in 3 minute increments and saves the files to the card. One file for Front facing camera and one for the rear facing camera. It will keep saving your video in 3 minute increments until the card fills up and then will start recording over the oldest videos on the card.

Do you have to have a phone in the vehicle to use this camera?

You do not have to have a phone in the vehicle. The dash cam has a small screen . You do not need a phone at all, you could send the video to any wifi device. I hope this helps you.
