How is this different from the scalp scrubber? Aside from the price?

It's smaller, so it's a little easier to maneuver around your face. But that's the only difference.

Does this come with the hook?

No it’s just the beard scrubber. I also purchased the back scrubber from tooletries an it comes with a hook. Plenty of room for the back scrubber and the beard scrubber to hang.

What's the difference between this and the scalp massager?

The scalp massager is about 1" larger across than the beard scrubbe. There is also a more pronounced concave grade to the bristles on the beard scrubber so that it is more suitable to move across and along the jawbone. If you're really asking if they are interchangeable: mostly, yes. Although the beard scrubber feels a bit tougher and tighter on your scalp, and the scalp massager will not do as good of a job following the contours of your face. If you have to pick one or the other, get the scalp massager so that you have the tool best suited to the larger surface area. But once you have used both you'll understand why they are separate tools.

Could this be used on head hair as well?

You can, (I have done this while traveling) but it's kinda like using a crescent wrench to bang in a nail that's sticking out a little because you don't want to go all the way downstairs for the hammer. The beard scrubber has a concave shape to it and is sized so that curve works really well around your jawbone. It'll get the job done on your head but the actual hair scrubber is miles better in a side by side comparison.
