I don't know how to set the timer.

Though the other person's answer works, flipping the order is the better way. Put the pins in first and then spin the dial one whole rotation before setting the current time. This way, the pins will activate or deactivate the timer depending on the current time.For example. Say you want to set the timer to turn on at 8AM and turn off at 8PM, and you do the initial setup at noon. If you set the time first and then insert the pins, the timer may not be turned on right away, as it should be, because noon is between 8AM and 8PM. If you insert the pins first, and spin the dial, the Green pin at 8AM will flick the timer on, and when you plug it in, it will be activated as it should be. If you decided to do the initial setup at 9PM, if you put the pins in first and spin the dial, the timer would automatically be deactivated by the red pin, because 9PM is not between 8AM and 8PM.If you follow the other answer, you may need to manually flick on ON/OFF dial on the top.

When the timer trips from On to Off, do you get a spark?

Yes, it sparks (tiny), but it's internal at the switch. It should NOT be used in any flammable atmosphere.

Question 3

Is the device small enough to leave one free outlet or will it take up both spaces?

The timer will leave an outlet open if you plug it on the bottom socket. The top of the timer will reach the centerline of the outlet, so if you don't have another huge plug it will leave the top one free

Should the switch be turn to on or off for it to be used as a timer?  Either mine isn't working or I don't know what I am doing...

When you first set the triggers, rotate the dial at least 360 degrees . The switch is only for manual operation. If you rotate the switch to manually turn light on or off. The switch might stick in a way where the trigger will not turn the light on or off. The timer turns the light on or off by rotating the same switch you rotate for manual operation. Rotating the dial 360 degrees should reset everything.
