Can this be used for both left or right eye?

Yes, I use them with left or right eye for eye relaxation. I have had lots of eye patches and I find these to be good quality, but on first uses the elastic can seem a bit tight, but it gets more comfortable after a few wearings. I Hope this helps. AW

Are they water proof ?

It depends what you mean by water-proof. It is splash proof, it would protect your eye in a rain shower. But, if you held it under a tap water does soak into it and eventually comes through. It will not stop water comeing into your eye if you use if when swimming, the edges of the patch are not like swimming gogles sealing your eye from water. The material it is made of is like a very tightly woven silk which is slowly porous. I hope that helps.
