Yes, it keeps spinning even when the lights are off. The power symbol on the bottom has three settings. White, orange and white to orange transition. Alternatively, the light can be controlled to turn on/off by touching at the logo.

Do I have to plug it in to make it levitate?

The base needs to be plugged in to maintain the necessary magnetic field on its side to repel the one of the spheres and levitate it.
