Is this supposed to be bolted down?

There are no holes to drill it down with. You could drill it down if you wanted to. You would just have to use some anchors and drill your own holes.

Is there an attachment available to do seated lay pull downs?

There are attachments at the top and bottom of the cables. Any standard lat bar should work. I suppose you could use a lat bar on the top attachment, but it might be a little low...maybe if you knelt or sat on floor. I just use assistance bands attached to the pull up bars to get those extra few reps. I had to buy them separate but works great.
