Ram is the benefactor here if you have more than 4 gigabytes get 64 bit if you have less than 4 get 32 bit processors really have nothing to with 32-64 bit only the ram

why is this processer clocked so low?

That's just the base clock. The 4 core boost max is 3.1GHz, compared to the 6500's 4 core max of 3.3GHz. For CPU intensive applications it's basically only 200-300 MHz slower depending on how many cores are being utilized(provided that Turbo Boost kicks in).
