Can I use this to citrus trees?

Answer: No, Daconil Fungicide Concentrate is not labeled to be used any citrus, including meyer lemon. You may want to consider Bonide Citrus, Fruit, and Nut Orchard Spray Concentrate or Fertilome Triple Action

Does this work for brown scales?

I wish I could help you. You might want to check with the manufacturer. I can tell you the product worked wonderfully on the fungus infection that was causing a severe leaf drop on my Chinese elms.

Is this supposed to turn all my leaves white? Should I have only sprayed at the roots?

It sounds like you mixed it way too concentrated or even sprayed it un-diluted. The highest rate on the label is 3 Tablespoons per gallon of water. I use it routinely for daylily rust and black spot on roses at the 2 1/4 teaspoon/gallon rate. I am a graduate horticulturist/ retired nurseryman. By the way, when you spray plants you only need to apply enough to just make the leaves glisten. Spraying so much that it runs off is just a waste. Hope this helps.
