does the phone mount come off to attach a gopro ?

The phone mount can be retracted, with 1/4" screws on the top, you can install the gopro adapter.

Does the S23 Ultra fit in this ?

Im unsure of the S23 but it does fit the IPhone 14 pro max. I believe they are the same size.

Is the phone mount part universal?

I’m thinking so. It just “expands” (spring loaded)

will it work for an iphone 12 mini?

Yes, of course. The retractable range of the hidden cell phone clip is 2.36inch-3.15inch, which is suitable for all cell phones.
