is this a cover, or is it the actual chrome handle?

This is the chrome handle, not a cover.

is plastic or metal coated with chrome ?

Hello, these are chromed plastic, just like the OEM handles. Metal chrome might get pretty hot in the direct sun depending on where you live. Thanks

Will it work on the passenger rear

Not sure we brought for front passenger n it fit n works great

Does it fit a 2010 chevy suburban ltz 1500 passenger rear door

Yes it should fit. I have a 2008 escalade and they fit perfectly, just make sure you get the right side when ordering.
