Q: What is the extra material protruding from the cuffs?

Not to be a smart alleck, but they are "cuffs" of non-fleece material. This makes for a narrower opening for your hands so that the sleeves are just open to the elements. The cuffs have thumb holes in them as well.

Q: Would this make a good winter jacket suitable to wear in the snow or freezing conditions??

That's more of a "varies from person to person" question. For me it's great for late fall - early winter. Would want something more than a fleece for the snow and freezing temps.
