Will this drill bit cut granite and/or quartz?

No. It's intended for concrete materials. It'll distroy granite and quartz.

I have a very old home with 24" thick foundation walls. Is there a longer arbor available for this?

Home Depot sells extension drill bits but they are pricey; have not used them myself. “ Bosch 18 in. SDS-MAX Carbide Core Bit Extension” can be found at Home Depot.

Can I use it with a 3/8 inch drill?

Yes, the bit shank will fit in a 3/8 inch drill, but the drive torque required to make the bit effective will burn up a standard drill's motor. Think very heavy duty drill. I used the largest DeWalt I could get !

What size is the bit set screw, because the screw will not tighten far enough tight on the bit.

The machine screw is metric, 6 mm dia with 10 threads per centimeter; threaded length is 12.7 mm/0.500 inches. With the supplied 2 mm thick split lockwasher, the screw does not clamp the bit, but remove the lockwasher and the screw clamps fine. Great hole saw, it made short work of an 8" thick concrete block.
