Q: Is this just one piece?

Yes! it's just one, PS. in my experience, it wasn't very comfortable, definitely meant for smaller heads.

Q: will it fit a toddler?

It fits my 3yr old but it’s a bit thick for her head. Usually her headband would be about 1/2 that thickness. My daughter has a decent size head 😊

I believe so. I have a large head, too. Just under 24". It is almost impossible to find a hat that fits me and this headband was very comfortable.

Not at all! It fits great and is very comfortable. No slipping or pinching!
