Q: What is the internal width of the shelf (not including the sliding mechanism)? I am trying to fit a component that is 17.5" wide.

It's a standard 19" rack shelf, it's 19" wide.

Q: I dont know what the exact shelf depth is. Does the adjustment of the shelf extend the usable area of the shelf? Does it leave a gap at the back?

The shelf depth is fixed. Depending on depth of your rack, you may have open space in the back of the shelf, or front depending on how you mount it.

Q: Is this item compatible with the StarTech 4POSTRACK42 rack?

Since this an adjustable shelf, it should fit into any 4 post rack.

Q: Is it compatible with HP 383673-001 rack?

Im almost positive that it will fit.
