Does it have an option to adjust position after the mount?

I just received my bracket and it did not have a rubber washer with it. Should it have come with a rubber washer?

I don't remember with 100% certainty but I do not believe it came with a rubber washer.

Can this be installed directly onto the wall? Or does it need to be attached to another piece?
