Will these shrink?

size: I ordered 36 because I need (91.5 cm waist) but it is way too big. I measured the shorts and it's 102 cm. so do you think I should order 32?

Do these stretch in the waist enough to make a 38 fit a 40 inch waist? Other Wranglers I have in a 40 that stretch are actually to big!

On the size chart, what does size 30 mean opposed to 30 regular?
