No. That’s why it’s a transmitter and not a RECEIVER

Does this come with a method for charging out of the box or do you have to buy a charging dock separately?

I use disposable 9 volt alkaline batteries. There is no charger provision for the transmitter. Incidentally, to make the transmitter work, you need the corresponding ULDX-4 receiver unit for the same G band to input to the sound system. Amazon sells ULXD receiver/transmitter sets.
