I see how the bungee slides through the hook but I don't understand how to lock in place.

Once you set the desired length, you pull the excess cord back (away from the hook) to lock it in position.

Is this 48 in long, or is 48 in max "stretch"? Need to secure Christmas tree (in box) which measures 66 inches around. Will this size work?

The MAX expansion is 48 inches UNSTRETCHED length. You can shorten it. It will stretch past the 48 inches, as that is NON-taunt. I know you can get MORE length by stretching, but I don't think that another 18 inches is achievable. Obviously, you can adjust it shorter, then add a second bungee, which would give you the length you need and ALSO thicker in general for better tensile strength.

How do they adjust to a certain length?

The maximum stretch value is around 48 inches. To get a better TAUT tension at, say, 32 inches, undo the bungee adjustment and take it down to about 22 - 24 inches total length, then lock it in place, and bingo, stretch it out to the desired length. If it is too slack, take it down to 20 inches and try again. This really isn't rocket guys. These are so easy to use.

What is the maximum stretch length of these bungees?

These bungee cords have very little stretch- I bought (and returned) the 24” and it barely stretched 2” to 26” total
