Yes that should work for your 33" umbrella, the case is 30" long allowing 3" for your handle to show.

Q: Will this fit crossbody?

Yes. The strap is adjustable so it can be carried crossbody.

Q: what size umbrella will fit in it

I would estimate it would fit an umbrella that was 27" long by 6 3/4 inches in circumference. My case is approximately 28 3/4" long by 3 1/2" wide (when flat), and the zipper is approximately 27 3/4 long. I placed a DRY umbrella which was 7" in circumference into the case, and it was a snug with the zipper up. I note that the bottom of the case has an approximately 3/4 inch cut out, which I am assuming is for the umbrella to drain.

Q: can this strap fit over your back? thanks in advance

I think it depends on your girth. I am 5'3" tall, and I carry my umbrella, which is several inches shorter than the carrier, over my back easily. But, if you have an umbrella that exactly fits the carrier, there is only 7.5" of slack (not counting the 2" clip) in the strap that would be available. If you would be a tall, large person, I don't think that you could carry it over your back.
