There should not be any way to have the gas ignite while filling as it goes from tank to tank.  A tank does not need to be 100% empty to refill it.  I have a similar adapter where the instructions suggest putting the tank in the freezer for an hour before filling to get more in (as well as having the BBQ tank warm, perhaps in the sun).  Then to fill the small one you connect up the adapter to the big tank first, screw on the small tank second, flip the big tank upside-down, then open the valve on the big tank where you should hear liquid propane flowing into the small one for about 1 minute.  Then reverse that order to disconnect (close big tank valve, upright it, unscrew small tank and remove adapter).  There are reasons for that order like if you connect the small tank to the adapter first, gas may be squirting out of it while you try to get it on the big tank (but that won't happen doing the order said).  On any propane tank you only want it filled 80% of the actual capacity so there's room for the gas to expand even if out in the hot sun (as well as let the liquid vaporize since you want gas vapors to run most things, not liquid propane).  I saw another person suggesting "You want to get all vapors purged out of the tank while filling" but then he had a tank deform like it was about to explode after he'd filled it.  That was likely caused by his OVERFILLING it since as I said you only want 80% filled (not the "purge ALL vapors out").  So after you fill them shake it and see if there's some room left since you do want some space.  If it feels rock hard like it is 100% full, then you may want to reconnect it to the big tank keeping the big tank upright and open it's valve to let some gas go back into it for 30 seconds, then close the big tank valve and unscrew the small tank again.

I have a small heater with hose that runs off a 1lb tank but want to connect to a 20 lb tank.  Will this work as an adapter? No refilling

No, this adapter connects a 20 lb tank to a 1 lb tank, both ends are female connectors. You will need an adapter with a female 20 lb connector and a male 1 lb connector. This hose should work:

I bought 2 and neither works. No matter how tight the black ring, it won't seal. Gas and liquid leaks. 2 different tanks.

All Propane tanks have a built in safety devices to prevent leakage at the adaptor connections. There will be no gas flow if connections are not properly seated. If your tanks are leaking they should be examined by professionals or exchanged, They might be older versions that do not comply with newer safety requirements. Either the tanks are faulty or there is some other problem that needs correcting ASAP
