Is this the same thinf as a radio shack rf modulator?

Our product is a wired modulator, which is different from the wireless RF modulator

What are the channel choices?

This product can be used both PAL and NTSC. By default, the product is PAL and style 5.5. If the customer needs to use NTSC, he needs to long press the CH key for 3 seconds to switch the style. If he switches to style 4.5, he can use NTSC. Please refer to the product manual

Does the conversion work both ways? can i use this to convert the rf in to rca out?

The product conversion is unidirectional. You can use the RF IN terminal on the modulator product to connect a signal output from the RF OUT terminal in series
