Is it an inline hook? How does shaft length compare to bates and boye.?

I'm not familiar with the term "inline"; however, I prefer Boye (tapered shaft toward narrow area by the tip) to Susan Bates (cylindrical shaft with abrupt cutout for the yarn at the tip), and I adore my Amour hooks and will never go back to a non-ergonomic hook. Hope that helps.

What is the actual hook made of?

It’s very lightweight metal. (Doesn’t bend at all). Love my Clover Amour hooks.

While I don't know your specific definition of "soft", I will give you my impressions of this hook. The handle is not memory foam, but it is not cold steel either. Clover does a great job in hook construction. The handle is smooth and comfortable; it does not get clammy in your hand; however, there is no "give" to it either.
