polarized plug? what's that? I live in 20 year old apartment building, and want to plug in a small appliance on my porch using the light socket.

In the US we have 120 VAC electricity. Each receptacle has two wires: a "hot" and a "neutral". Some appliances care which is which is which and they have a plug with one prong taller (not longer, though) than the other. This is a "polarized plug". Other appliances don't care: their prongs are the same (shorter) height. They are "non-polarized" and you can plug them in either way. The outlet (this product in this case) is "polarized" if it has one slot that is taller than the other. A "polarized" outlet can be used for either polarized or non-polarized appliances, so you will be OK. HOWEVER: if your appliance has a 3-prong plug, you are NOT OK, because the 3-prong plug needs a safety ground in addition to "hot" and "neutral", and there is no way a screw-in adaptor can provide a safety ground.

If the light socket that you intend to use this in is connected to a dimmer, will the lights you plug-in to the adapter also dim?

Only if the bulbs used in the light are dimmable, not all LED and CFL bulbs are designed to dim. Otherwise, yes, it should work that way. As John Ski Sr. says, "why not?"

Can I plug a toaster oven into this?

This product has a maximum of 125VAC and 660W. Any devices plugged into this outlet should not exceed those specifications.

Can it handle electric car charger requiring 15a? if i add ground converter. or will it overload a socket?

No. It is limited by the capacity of the light socket it's screwed into. The highest I know of is 660W (5.5A), although some are 250W (a little over 2A).
