If I use port 5 for example as my uplink to the router can the management UI be turned off for this port?

This is an advanced switch with level-2 features. Unfortunately, I don't think this switch has this option. You would need a true managed switch for that feature. Those switches are expensive.

can this be set up for private Vlan or Port Isolation?

This D-link switch is a powerful level2 switch with many useful features. Yes, it does support that feature.

Do these support snmp v2/v3? need that to monitor it via nagios.

I believe it does support snmp since it is a plug and play model.
