Q: what are the dimensions? This seems to be a bit large

There are (2) dimensions. Inner seal is a 3 inch diameter seal, which sits inside the basket. The second dimension is the overall "lip" which seals the inner seal of the basket; 3 1/4 inch diameter.

Q: why can this plug not be shipped to a California address?

I ship to California addresses. I live in California

Q: Does this stopper fit down into the drain, or at the top of the drain so that it sticks out into the basin of the sink?

Inner flange diameter - 3 1/8". Outer diameter - barely greater than 3 1/4" (not a full 3 5/16"). It sticks up into the basin of my sink, and barely provides a seal so that the most minor bump to it results in a leak. The inner flange rests within the drain, but the out flange keeps it from resting down inside the drain.

Q: Is this easier to pull out than the plastic stopper?

I have no problem pulling out the InSinkErator STP-SS what-so-ever. If you are having a problem breaking the suction, you can simply open drain function with this stopper.

I will buy this again.

Perfect for what I needed. I have had it about three years now. The bronze is starting to come off a little, but it does get a lot of use and I clean it in the dishwasher. I will purchase again, it is less expensive on Amazon.
