Can i attach rope or bungee to the end of the rod/polls to keep boards up? What is at the end of each rod?

Nothing is at the end. If you want to add more security, I’m sure you could piece together some attachments to keep the boards in place. I just placed some furniture (side table) in the event they move. I’ve never had any issues, great product so far.

Does this hold up outside or does the metal rust?

It’s powder coated and seems like it’s held up in the Hawaii humidity for about a year now.
