Does assembly include spring?

No. You have to use the spring from the valve you already have.

Will it probably fix my water leaking through sprinkler head? Seems like water keeps flowing even when system is shut and causing the head leak.

If all the sprinkler heads on the same run are leaking this can fix the issue. This part is for the control valves that are activated by the solenoids that control each sprinkler run. If the sprinkler is leaking look at the head on the individual sprinkler. It may be loose. If the sprinkler is old, it may need replacement.

Would this also fit an hpv valve?

No, that takes a different diaphram.
