Will this fit properly (snug) on a normal size person? 6 ft, 200 lbs. A lot of comments suggest it is too big.

Unless you're extremely small (under 5'/120 lbs) this should fit. It can go very small to very large. I comfortably wear it at 6'/300lbs, and have room to spare. My daughter uses one and shes 5'6/125.

I'm a pretty big guy, I'm 6'2" and about 300lbs, I wear a 3xl typically, will this adjust out that far?

I believe you would have no problem with it! I’m 240 5’11” and pretty barrel chested and I have it adjusted way down!

Are the pouches permanently attached to the vest, or are they attached via molle?

I have this vest, and the pouches are stitched onto the rig. The only MOLLE webbing you have is the two bits on the right and left sides.
