Why are adjustable size hats listed under fitted?

Not sure but my hat came with an adjustable Velcro strap. Not fitted

Will this fit a size 8 1/4?

Yes, it's a one size fits all adjustable band hat.

What’s the smallest size this hat can be adjusted too? I wear a 6 1/2 fitted hat

It can be taken down lower than 5 fitted for sure. The adjustment belt on it can pretty well fit any head.
