Can this be used to clean hedge trimmers? On the same line of thought will it safely clean chain saw blades on the bar?

Have used on hedge trimmers but not on chain saw blades. Don't think that would be a problem because it does not gum up or cause any residue.

will it remove tree sap (pine) from a pruning saw?

If you let it soak, for awhile, it should do a pretty good job of getting the tree sap off.

Is there any way to get this in the gallon size?

I do not know I am only cleaning the surfaces of my wood working tools.
