I cannot connect my pc windows 10 to cisco router i think the drivers are not installed ? how do i install them ?

It uses a FTDI chipset, I used the drivers here with mine which work well on Windows 10: https://www.ftdichip.com/Drivers/VCP.htm

Does the plastic sheath cover the clip on the RJ45 end of this cable to avoid snapping it off?

No it doesn't so the clip snags and can break

Will this allows a hard disc to be connected to my network

No. This is specifically for configuring routers/switches etc. through a console connection.

Can this be used to connect a nas hard drive to a ps4 to use as a external hard drive?

No, this connection won't work in an ethernet port even though it's the same size and shape and is likely to damage the port and maybe the equipment it's connected to. This cable is designed to connect enterprise routers to a pc so that the router can be configured from the computer. You may not be able to directly connect Nas storage to a ps4 but you can directly connect an external hard drive to the ps4 via usb. I suggest finding out what connection your hard drive has (most likely sata) and finding a usb to that connection, adapter. Alternatively any normal external USB hard drive will work but an external USB SSD will give you better performance
