I was wondering what the strength of this is?

I absolutely love these magnets. I have no way to measure the strength I just know that they are very strong magnets and I like having several to use in many ways.

I need magnets to hold down curtains on a windy day on the screened-in patio. Will these work for that?

They are heavy so they will hold a curtain down for soft breeze. If stuck to steel they will hold quite a bit more but a curtain is a lot of sail area so the more wind the more of the magnets you will need. How many depends on the size of the curtain and the strength of the wind.

can these magnets be cut?

Yes they can. Almost anything can be cut. They may not do the job you want but have at it. Caution as they are quite hard and brittle.
