Can they hold a good amount of weight on the hanger?

Yes,they can hold 2 to 3 clothes tightly.

Can they be used on plastic hangers?

I’ve only used them on velvet/fabric hangers. The clasps are narrow so my thought is that they CANT be used on plastic hangers. They will probably break
