Can this be used with M12 bolts?

Not sure, I used coach bolts, much deeper thread profile than a standard bolt. A bolt would fit and grip, but personally I wouldn't trust the pull out strength. May also be very hard to get started and screw in , risking damage to the plug

Can this be used with M12 x 100mm bolts?

No, this type of Rawl Plug is for screws and coach bolts only. They are the best plugs on the market and we have had 0 failures since switching to them. If you are using flat end bolts you will need to use either a through bolt or a suitable metal rawl bolt.
