will the large fit a 14-16 size ?

No it will not fit a 14-16 size.

My son is 54 lbs and 44 inches tall. Based on your size chart he's in between a small and a medium. Which would be the ideal size I should purchase?

Dear Customer We will be glad to assist you. Please see size chart below Small Fits most children with height 44"-48" and waist 25"-26". Medium Fits most children with height 50"-54" and waist 27"-30". Large Fits most children with height 56"-60" and waist 31"-34". Based on the size chart he falls between medium and Large. We would suggest to refer to waist size to decide the size as costumes are true to size not small. If you have any other questions, we will be glad to assist you. Kind Regards Customer Service
