Q: Would you please indicate the diameter of the bottom of the pail?

The buckets I have are 2.5" diameter at the bottom. They are item 3/1377 from oriental trading company.

Q: Can I get plastic liner/lining for these buckets to hold water without leaking?

I don't see why not. It might not even need a liner. There are no holes or anything in it.

Q: Are these galvanized steel? Going to be used outdoors as "cigarette but" buckets and needto make sure they will not catch fire.

I can safely say they are galvanized "metal". Not sure about steel verses tin or aluminum, but they are definitely metal and I would suggest that they are unlikely to burn under normal circumstances.

Q: could you pour candle wax in these?

Yes! You could absolutely do that and they would work great as candles.
