Depends on what you are bonding....If used correctly to bond styrene yes it is water proof because the styrene fuses together. I built a full model boat hull with sonar dome from styrene and 100% water tight.

Q: can this be carried in checked in luggage on flight?

I’m gonna guess no. If it opened mid flight the entire plane would succumb to the fumes. It is very vaporous and must always be used in a well ventilated area.

Q: which weldon is best for laminating sheets together?

3 is pure solvent and 16 has some acrylic dissolved into it to thicken it. So it might depend on application but I would generally say 16. 3 is excellent to put in cracks as the cracks will suck in the solvent due to capillary action.

Q: I want something that will bond petg parts. should i keep looking?

I’ve been using this product for 20 years. For Acrylic Plastic, this is one of the best adhesives I’ve used.
