What size would I need for a 12 to 13 inch neck for an 8-9 pound dog?

Q: Does the snap hold up to a strong puller? Mine is a pretty strong 80lb dog

To address the dog trainers response. I have a 65 lb rescue mix (looks most like a German Pinscher) that only a classic metal choke collar would work. She took on a gentle leader, her neck was strong enough that her neck would not pull towards me, If I stopped she just pulled and pulled, it was amazing. I guess real metal choke collars are considered inhumane by some ((?), but my dog is one tough dog and the choke collar worked,. I am looking into this type of no pull simply because getting the choke on and off is difficult. We only put it on when we walk her, so now she hears it and comes running , stays perfectly still when we put it on.
