Q: Hi, is the outside of the item plastic ? Where can I find a scooper holder that is not plastic

The outside is a heavy duty plastic, which is lived with a rubberlike material. I had looked at a lot of scooper holders and they were all plastic - but none were as well made and sturdy as this one. It is washable. I have an extra large metal scooper which fits easily into this holder. And it doesn’t fall over when the scooper is inside. This item is perfect!

Q: Can you put soap and water in it to soak the scoops?

Well it will hold water - there’s a removable silicone liner and the outside is plastic. But it wouldn’t hold very much water, and for disinfecting, you’d want to use soap (like Dawn) and water, rinse well, and then a *mild* bleach solution, let soak for 5 minutes and rinse again. And you wouldn’t want it near a cat while soaking in bleach solution. (Bleach solution would be 1 part bleach to 9 parts water.)

Yes it's plastic but THICK...Indestructible. Just do a search for "Cat Scooper Metal" an Amazon. A bunch come up. I use the aqua handle "DuraScoop" Fits great and is also indestructible.
