Q: Can it hold 11x14 inch plates

No, it's just a chest rig. Not a plate carrier. It just carrier's magazine's and a water bladder. And has a small pouch in the front. It's not designed to carry plates of any kind.

Q: Does this have clips in the hydration carrier pouch to be able to hold up the water bladder so it doesn't sink to the bottom when getting empty???

No I believe not...mine has been in storage as of late. To fix that you get some Velcro and attach to bladder and other part (hook) to pouch. Try sticky Velcro.

Q: Are the mag pouches able to be removed?

They are sewn to the vest and cannot be removed. Condor makes other vests without mag pouches as well
