Q: Can this play stereo FM through the headphone jack?

i do not know. my radio was defective. I sent it back to the vendor for a refund.

Q: When this radio is powered off, does the clock display stay on, or does everything turn completely off? I need to store this radio.

One tap of the on-off button, the screen goes black and the radio is off. I use them week to week and are stored in a briefcase and recharged as necessary. This radio is far superior to the AAA battery operated option.

Q: Can it be kept on the charger for continuous monitoring of noaa alerts without worrying about battery rundown?

So, I ordered both versions of this radio - would not re-order the battery version. The rechargeable version is far superior and holds a charge for hours of operation at a time.
