Q: What is the overall length. My application is a church baptistry; the brass 90degree elbow below the stopper is my concern

My drain is 1 3/4. I didn’t need to use a washer. It fits perfectly

Unfortunately, probably. It really depends on your drain. They give you three sizes of seals. If yours is anything like mine? Mine sits right in between sizes. So it's really loose, but still works. And easily pulled out if you're trying to.

Q: Can you use silicone glue reply just together since the O-rings and you get in the pack will not seal drain in place place

No, I wouldn't use it. It should fit snug with just the o ring. Depending on how loose it is you can try wrapping alot of Teflon tape around the orange until you get a snug fit or see if you can but a thicher o- ring. The issue is that it's too small for your drain.
