Q: Can this hold oversized rolls?

Surprisingly, yes. My concern was that it would not but it does hold them.

Q: Are there any instructions for mounting this?

No instructions needed. Cut hole in wall that is at least 1/2" deep and size of recessed area on back of holder, Get thinset mortar and set in wall with it. Don't cut hole till you get holder as the measurements are not accurate.

Q: Do ceramic tower and ceramic toilet paper holder come in a set

Toilet paper holder and towel bar are sold individually but from same manufacturer so color will match. You may order together so we can ship in the same box.
